What “Food-Grade” Means for FRP Panels

In the United States, materials that contact food are regulated under FDA 21 CFR — the Code of Federal Regulations sections covering food-contact substances. For FRP panels used as food facility wall liners, the relevant requirements are generally:

  • 21 CFR 177.1900 — urethane and rubber-based materials (often cited alongside)
  • 21 CFR 175.300 — resinous and polymeric coatings, including the total extractives test

The total extractives test measures how much material migrates from the panel into food-simulating liquids (typically ethanol and distilled water) over a defined contact period. FDA sets a maximum allowable migration — commonly 0.5 mg per square inch — and the panel passes if migration stays below that limit. Note the precise wording: a compliant product is described as “food-contact compliant per FDA 21 CFR”, not “FDA approved” — FDA does not approve materials, it sets standards that materials must meet.

Food-Grade vs Antibacterial — What’s the Difference?

These two claims are often confused:

  • Food-grade (FDA compliance) = the material is safe for food contact; migration is below FDA limits. This is a safety property.
  • Antibacterial = the surface inhibits bacterial growth (typically tested per ISO 22196 / JIS Z 2801). This is a hygiene property.
